How to help

Step 1
Visit the ODF website

  • Comments may also be emailed to odf.sfcomments@odf.oregon.gov

  • Comments may also be physically mailed to ODF Public Affairs, 2600 State St., Salem, OR 97310

Step 2
Enter name, email, and select “FY27 Annual Operations Plan”

Step 3
Comment! Here are some pointers:

  • Say yes!
Electric Snake is already in the drafted AOP as a FY2027 project. Comments should be specific and direct. Emphasize why you want Electric Snake approved (moved to construction).

  • Our goals are the same!
Cite ODF's own goals that recreation trail work should improve “trail diversity, reduce user conflict, improve safety, and protect natural resources.” Electric Snake does all of this. In your own words, clarify how our goals are symbiotic.

  • We need trail diversity!
ODF acknowledges growing recreational demand. State that mountain bikers need how more trail options—especially purpose-built downhill—are needed to manage that growth sustainably.

  • Climb trail removed from the plan?

    • Mention your support for inclusion (as a FY2027 project) of the climb-component of the Electric Snake downhill trail.

    • State your concerns about vehicle dependence and user safety (Vehicles should be on roadways, Bicycles should be on trails).

    • Let ODF know that off-road mountain biking in the Tillamook State Forest needs to start to live up to the name off-road, and you would like the option to be truly non-motorized.

  • Volunteers matter!
ODF says it depends on volunteers. If you've ever built or maintained trail in this forest, say so. It strengthens the case. Key statistic: Westside Trail Federation is averaging over 2,000 volunteer hours invested in the Tillamook State Forest each year since 2019.
